D.C. P3 Bill on the Move

  
This week, the D.C. Council released a Committee of the Whole report on B20-0595, “Public-Private Partnership Act of 2014”. The District is one of several jurisdictions that does not have outright P3 authority. They have been able to deliver several infrastructure projects through public-private partnerships but these required special legislation. 

This bill would establish an Office of Public-Private Partnerships to streamline delivery of P3s. Under Section 112 (10) of this proposed rule the P3 agreements would require “performance and payment bonds or other security and risk-mitigation tools deemed suitable by the Office”.  The Committee of the Whole reported favorably on the bill and it is currently under Council review.
