The California Chamber of Commerce and the listed organizations respectfully OPPOSE AB 2439 (QuirkSilva), because it will expose private companies to harassment and litigation risks, drive up the costs for public works projects, and serve no public purpose. Substantively, AB 2439 will require private employers who work on public works projects to be treated as if they were public entities for purposes of the Public Records Act (the “PRA”).
