Establishes a pilot program to authorize the VT DOT (Agency), for a time-limited period, to receive solicited and unsolicited proposals to enter into P3 agreements if certain conditions are met. Establishes a framework for P3 agreements. The Agency of Transportation’s P3 authority and legislative approval of P3 proposals shall sunset on 1, 2023.

Summary

The law permits a municipality to enter into a P3 to provide communications services under which a private entity may operate or manage a communications plant owned by the municipality or co-owned with the private entity that is financed with revenue bonds. The municipality must issue a request for proposals seeking an Internet service provider to serve unserved and underserved locations that the municipality has targeted.
