Summary

The law authorizes the state DOT to enter into build‐operate‐lease or transfer agreements with private entities for construction of transportation projects and for maintenance or operation of projects not purchased by the state upon their completion. An agreement may not be entered into unless the DOT determines it advances the public interest and the private entity meets certain criteria.
