NASBP and ASA Host PAC Events
In conjunction with the American Subcontractors Association’s (ASA) Legislative fly-in, NASBP and ASA hosted several political action committee (PAC) events on June 9. NASBP and ASA staff met with the following U.S. House of Representatives who support procurement issues: Pete Stauber (R-MN-8th), Brian Fitzpatrick (R-PA-1st) Rob Bresnahan (R-PA-8th) and Donald Norcross (D-NJ-1st). NASBP and ASA staff discussed the H.R. 1285, the Water Infrastructure Subcontractor Taxpayer Protection Act with these members of Congress. These four federal House members currently serve on the U.S. House Transportation & Infrastructure (T&I) Committee.
U.S. Representatives Bresnahan and Norcross have contracting backgrounds. Congressman Norcross is an electrician and rose through the ranks to become a business agent for the International Brotherhood of Electrical Workers (IBEW) Local 351. While serving in Congress, the Congressman has co-founded the Labor Caucus and the bipartisan Building Trades Caucus, where he works to advance worker protections. U.S. Congressman Bresnahan worked in his family’s electrical contracting business and later became the company’s Chief Executive Officer. The Congressman has served in the leadership role with the National Electrical Contractors Association (NECA) and on several House congressional caucuses including the Problem Solvers Caucus, and the Build America Caucus. U.S. Congressman Fitzpatrick is Chairman of the Problem Solvers Caucus and is ranked as the number one most bipartisan Member of Congress for five consecutive years, according to the Lugar Center and Georgetown University’s McCourt School of Public Policy. U.S. Congressman Pete Stauber is the original sponsor of H.R. 4615, the “Small Business Payment for Performance Act of 2025,” which requires prompt payment to contractors for change orders. This legislation is the number one issue for ASA and is co-sponsored by Congressman Fitzpatrick and Norcross. Congressman Stauber is co-chair for the Construction Procurement Caucus (CPC), a House congressional caucus dedicated to promoting common sense design and construction procurement reforms that benefit the government, taxpayers, and businesses interested in pursuing federal contracting opportunities. The CPC was created on behalf of the members of the Construction Industry Procurement Coalition (CIPC), which consists of over 20 union and non-union associations, such as the Associated General Contractors of America (AGC), ASA, and NASBP that serve to support the CPC by providing construction industry feedback, while generally serving as a resource to the CPC. Senator Tom Cotton (R-AK), who serves on the Senate Armed Services Committee (SASC), also attended the joint PAC event. The SASC plays an important role in advancing procurement legislation, which is often included in the annual defense spending bill. Senator Cotton was prepared in advance of the joint PAC event on the legislative merits regarding H.R. 1285 and H.R. 4615.
