Federal Report

Federal: Congress is back in session this week after the Thanksgiving recess with a list of transportation policies to address prior to the next holiday recess. Both chambers are expected to release their versions of the highway surface transportation bill. The Senate may introduce their surface bill first with floor activity expected within the next few weeks. House Transportation and Infrastructure Committee (T&I) Chairman, Sam Graves (R-MO), was hoping to introduce the House surface bill before the end of the year, but the government shutdown has pushed that back until early next year. Prior to the Thanksgiving recess, the Leadership of the House Transportation Committee introduced legislation to protect the U.S. air traffic control system, which includes ensuring air traffic controllers are paid in the event of a government shutdown. The Committee is expected to markup, H.R. 6086, the Aviation Funding Solvency Act, before the end of the year. On Wednesday, the House T&I Committee will hold a markup to approve an updated roster reflecting the recent addition of Rep. Maxwell Frost (R-FL) to the Committee and the appointment of Rep. Andre Carson (R-IN) as Ranking Member of the Aviation Subcommittee. 

 

Registration for the 2026 Fly-in is now open. Once again, there will be no registration fee to attend, making it the perfect opportunity to join your NASBP colleagues in an effort to ensure federal policymakers understand the significant role bonds play to protect taxpayer funds and advance public works infrastructure projects. The Fly-in will kick off on Tuesday, February 24, with an afternoon “Washington Program” and a welcome reception at the host hotel, the Hilton Washington DC Capitol Hill. Wednesday, Feb. 25, will be dedicated to Capitol Hill appointments, which will be secured on attendees behalf. While the room block has sold out, there are several alternate hotels located within a block of the Hilton. Please see “Additional Program Info & Reserve Your Hotel Room” which includes links to alternate hotels. Securing bonds for the construction of broadband and requiring bonds for projects funded by the Water infrastructure Finance Innovation Act (WIFIA), as described in H. R. 1285/S.570 will be a top priority for Fly-in attendees to address during their meetings on Capitol Hill at the 2026 Legislative Fly-in. Those two policy items are included in the recently released 2026 Government Relations Agenda.

State Report

NASBP will continue to monitor state activity throughout the remainder of the year. As we go to press, there are currently 10 states in session. Please contact NASBP if you are aware of legislation and/or proposed regulations in your state that may impact the surety industry.
