Federal Report

Federal: Yesterday, by a vote of 370-48, the House passed a short-term CR (continuing resolution) funding the federal government through December 11 to avoid a government shutdown. Last month, the Senate passed the same CR by a vote of 90-6, so the CR now heads to the President for his signature. The CR included funding for federal surface transportation programs. House Transportation & Infrastructure Committee Chairman, Sam Graves (R-MO), issued a statement noting the passage of the CR while emphasing that “passing a multi-year surface transportation reauthorization bill before the end of this Congress remains a top priority for me and the Transportation and Infrastructure Committee.” The House remains in session this week, while the Seante is on recess until September 14.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has approved the final proposals for all the states and U.S. Territories for the Broadband Equity, Access, and Deployment (BEAD) Program. The Program now allows for both satellite and fiber optic connectivity. For more information about each state and territory plan and progress, please visit BEAD Plans and Milestones and BEAD Progress Dashboard. As a reminder, the BEAD Bond Kit, was developed by the surety working group of NASBP and SFAA is available in Word fillable documents, which includes two performance bond forms, model language for broadband offices to insert into award agreements, and a sample letter template to confirm for broadband offices the bond amount for which an internet service provider (ISP) or its construction contractor initially qualifies.

Mark your calendars: Dates are set for the 2027 Fly-in: The 2027 Fly-in will take place once again at the Hilton Washington DC Capitol Hill on Tuesday, February 23, 2027, for the afternoon “Washington Program” and the evening welcome reception. Congressional visits will take place on Wednesday, February 24, 2027. Additional information will be provided later this fall. In the meantime, please save the date!
