This month, NASBP participated in a U.S. Department of Transportation (DOT) and Surety & Fidelity Association of America (SFAA) Stakeholders Meeting for a Bonding Education Program that will be conducted in Baltimore, MD beginning in October. Baltimore has been chosen as the location for the next Bonding Education Program due to two major transit projects now in the works. 

  • The Purple Line of the D.C. Metro will be a 16-mile light rail system connecting two ends of the metro system. The project is expected to cost $2.37 billion. It has disadvantaged business enterprise (DBE) goals of 26% for the design phase and 30% for the construction phase. The project is currently in the bid phase with four teams being short-listed. Proposals are due this winter. This project is the first in Maryland to be delivered via a public-private partnership.
  • The Red Line in Baltimore is a 14.1-mile light rail system that will connect Baltimore County with West Baltimore City. The project is estimated to cost $2.6 billion and will be delivered through design-bid-build. The U.S. DOT is hoping conducting the program in Baltimore will help increase the number of bondable small contractors that will qualify to participate in these mega projects.

The stakeholders at this meeting included NASBP Second Vice President, Lynne Cook of Early, Cassidy & Schilling and NASBP staff, as well as representatives from multiple offices of the U.S. DOT, the Maryland Transit Administration, the Maryland-Washington Minority Contractors’ Association, the Maryland Governor’s Office of Minority Affairs, and SFAA.
