The 2026 NASBP & SFAA Joint Federal Legislative Fly-in attendance surpassed previous years, with 135 registrants attending 158 meetings, representing 34 states.

Prior to their Capitol Hill visits, as part of the “Washington Program”, attendees heard from political pundit Amy Walter, who received excellent reviews for her presentation on the current state of affairs on Capitol Hill. Attendees also learned what issues are before the House Transportation & Infrastructure Committee directly from its Chairman, Sam Graves (R-MO).

Fly-in attendees were fortunate to meet in-person with 20 members of Congress, which included the following Senators: John Curtis (R-UT), Joni Ernst (R-IA), James Lankford (R-OK), Jerry Moran (R-KS), Bernie Moreno (R-OH), Jon Husted (R-OH), Jon Ossoff (D-GA), Raphael Warnock (D-GA), Gary Peters (D-MI), Elissa Slotkin (D-MI), Todd Young (R-IN), and Jim Banks (R-IN); and the following Representatives: Stephanie Bice (R-OK), Warren Davidson (R-OH), Josh Gottheimer (D-NJ), Jeff Hurd (R-CO), Tom Kean (R-NJ), Michael Kennedy (R-UT), Tim Moore (R-NC) and Rudy Yakym (R-IN). The official breakdown included 66 Senate and 92 House meetings. Attendees were well-armed with information prior to their visits, which included talking points, a state-specific surety data sheet, and a one-pager seeking additional Congressional support for H.R. 1285/S.570. This legislation requires performance and payment guarantees for P3s and other projects receiving funding through the Water Infrastructure Finance and Innovation Act (WIFIA).
